Electronic Funds Transfer (EFT) is a fairly new technology for business-to-business receivables and collections that can reduce DSO, accelerate cash flow and improve A/R aging.

The proposed and temporary regulations implement a phase-in of effective dates for taxpayers to use EFTS to deposit taxes.

William Moroney, president of the Electronic Funds Transfer Association here, argued that EFTs do indeed provide a financial incentive for supermarkets.

The exception for "accounts that may be accessed only by preauthorized transfers to the account" includes accounts that can be accessed by means other than EFTs, such as checks.

They provide for disclosure of the terms and conditions of an EFT service, limitations on consumer liability for unauthorized transfers, error resolution, and documentation of transfers through terminal receipts and periodic statements.
